Help with Taskbar

Under Start\ Properties\Taskbar\Customize\Current Items\Behavior is
defaulted to Hide when inactive. Can't change! No others choices can be seen
or selected.

It isn't really apparent but clicking on the words "Hide when Inactive"
will cause a drop down list to become available. From there, you can choose
the option that you prefer.

I've got the notifications choice but when clicking on the caret-the only
choice I have is "Hide when inactive'-NO OTHER CHOICES!

The notification menu is present and the caret is present BUT can't change
it from "Hide When Inactive". It hilites but can't be changed to other
