Right click on the Taskbar and uncheck: Lock The Taskbar. Put the mouse
pointer on an edge so it becomes a double arrow and drag the Taskbar back
down to the bottom. Lock the Taskbar.

Click and drag the Taskbar to the bottom center of the screen, and
release. Then right-click the Taskbar, click "Lock the Taskbar", and it
shouldn't move again.

It's not locked and it won't move the start tab is all the way on top on the
left

Although by default the task bar appears on the bottom of the screen,
it can be on any of the sides you prefer it on. To move it from any
side to another, simply click on an unused part of it and drag it
where you want it. Be sure to click *within* it, not on the edge;
clicking on the edge and dragging will resize it.

It presumably got to the left side because you accidentally dragged it
there without realizing it.

If it won't move, it may be locked. In that case, right click on it
and uncheck "Lock the taskbar," then try again.

Of course it isn't locked, or it wouldn't have moved. You have to click
and drag the Taskbar area; that's the area between the Start menu
button, and the Notification area, also known as the "Tray area". You
should pick a spot that's blank, say, after the last running task, and
before the Notification area.

The Quick Launch bar is a toolbar, by default on the Task Bar, but it
can be dragged off the Task Bar and docked on another side of the
screen too. Icons are *never* "all over the whole thing," because they
can not be. Shortcut icons on the Task Bar can only be on the Quick
Launch Bar, and the only other place on the Task Bar for icons is the
System Notification area (aka System Tray), where icons for programs
running in the background can be.

So your question is unclear. Please describe exactly what you are
seeing. Perhaps it's simply that the Quick launch Bar is very big; if
so, you can simply drag its rightmost border to the left to make it
smaller.
