Help with "Read-Only" folders

I'm trying to create a new folder on the desktop. For some reason, I can
only create "Read-Only" folders. Is there a way to disable this?
I used to be able to create non "Read-Only" folders before.
I've already tried right-clicking on the folder and clicking on Properties
and then deselecting the "Read-Only" box, but it doesn't work.

Don't worry about, you can still make changes to the folder.

The gray state means...
