Help with pci serial port

I need to resolve this problem: pci serial port has a
question mark and I have uninstalled it an reinstalled it
and the ? still there> It says that the drivers for this
device are not installed ( code 28) I tried to update and
to find new drivers but I dont know where to get them,

It would help if you told us who made the PCI card. Is there
an FCC ID# on it?
