HELP - Windows cannot unload your registry file.

We have two Terminal Servers here that are giving us this
error:

Event ID 1000
Windows cannot unload your registry file. If you have a
roaming profile, your settings are not replicated. Contact
your administrator.

DETAIL - Access is denied. , Build number ((2195)).

The next time the user logs in they receive a message
stating that the roaming profile is unavailable and asked
if they want to use their local profile. (We need to use
the remote profile so they have the same profile for both
systems)

This appears to be an issue caused by Hotfix Q329170 but
uninstalling the hotfix has not resolved the issue.

Any assistance would be greatly appreciated.

I have written a freeware service which takes care of userenv/1000 events
where the error is access is denied (regardless of the cause). If you are
interested contact me directly.
