HELP - windows blank except for wallpaper

Please help.
when I startup the computer and go into my user account
(actually all user accounts), the desktop is blank except
for the wall paper. there are no icons or the bottom menu.

I also have the same problem. A blank desktop with no icons or tool bar. Did
you manage to solve the problem?

Here is a response that I received on the same problem.

Sounds like a corrupted profile. If this is the case, there is little you
can do to fix it. What you will need to do is the following:

1) Boot into Safe mode. To do this, hit F8 at the startup point where the
initial POST ends and Windows begins to load.

2) Logon as administrator.

3) Go to the control panel/users applet, create a new account for yourself.

4) Follow the procedure here to copy your old user profile over to the new
one:

5) Start using the new profile. Make sure it works like you want and that
you have all your data. You may find that a few programs need to be
reinstalled.

6) Once satisfied with the results, delete the corrupted profile, again from
the control panel/users applet. Do not just delete the user folder under
documents and settings.
