When running hard drive maintenance programs, such as defrag, scan disk, disk
cleanup, chdsk, or any of that, is there a specific order things should be
done in? Should I run disk cleanup before defragging, or does that even
matter?

Think about what the programs do

defrag moves files to unfragment them. If the disk was corrupt, you wouldn't
want to move files into a corrupt area. That might suggest scan disk and/or
chkdsk should probably come first. They just check the file/disk structure
without moving things around..
