Help, what is this file??! (Anyone? JJones CFrisch)

I appreciate your help... as for "CareyFrisch" he seemd
more dismissive then helpful, which is what bothered me;
maybe I was overly sensitive because I am frustrated w/
this mysterious file. I Appologize and would still
appreciate any help.

Anyway... here is the whole scoop

Perflib_Perfdata_488 is a file in my
documents&settings/temp folder which seems to be
active/running (as I cannot delete it, nor can Norton
Antivirus scan it) It is new; I have not seen it before,
yet it always gives a creation date of the last time I
started my computer. Updated virus scans don't seem to
find it as a virus... what is it? and if it is malevolant,
HOW can I get rid of it? ANY help is appreciated.
 
It does not seem to 'exist' in safe mode so I cannot
rename it. peculiar. and it now calls itself
Perflib_Perfdata_478 not 488. What exactly is the 'command
line startup' ?

Ok, start your machine in Safe Mode. Use the command
line startup. Change to the docs & settings dir and
rename the file. DO NOT DELETE IT. Rename it .old or
something else that will stand out. Restart your machine
and see what's broken. Or, run MSCONFIG from
Start/Run/Msconfig and see if the file shows up. You
should find it somewhere in the program either under
services running or files loaded on startup.
 
The %SystemRoot%\System32\Perflib_Perfdataxxx.dat files are created by the
System Monitor. When you shutdown normally, the file should be deleted.

If you have an abormal shutdown, these files can become orphaned, and
accumulate on your computer.

Under some yet to be determined circumstances, these files can become
orphaned during normal operation.
