HELP!!! They shut it down again Where's the big brain? TS AND ODB

I have installed and configured a few apps on my 2003 TS and I am having
problems. I copied the default user profile over to the all users and then
configured the apps (shortcuts to folders containing the xxx.exe and the INI
which uses TNSNames.ora and the system DSN to attach to an oracle DB
somewhere else using the oracle ODBC for MS driver) and without giving Local
admin access (not just remote desktop users) access. the shortcuts (on the
desktop) to the .exe's on the server say invalid link....

So, How do I configure the system DSN's to be used by all Remote Desktop
Users without giving them local admin rights? Right now they get a

SQL State =IM003
The specified driver could not be loaded due to a system error.......
