Help re-installing Vista Digital Locker Assistant

I can't access my digital locker downloads. I suspect that the vista digital
locker assistant is corrupt. How can I reinstall this?

I can access my downloads online, however the vista control panel digital
locker applet doesn't work. I get a blank screen.
