Help - problems getting back to desktop - no Start Bar

Hello,

I have a system that won't fully load up to the desktop. It's running XP
Home with all updates except for SP2. The hardware checks out fine. I
get to the login screen where there are two users listed and I can click
on either user - no passwords and both are admins. It then continues but
all I end up with is the XP background screen. If I hit ctrl-alt-del,
the task manager starts and I can even run some programs from it,
including msconfig & notepad but not Windows Explorer or the system
restore from msconfig. The exact same thing happens in safe mode. Since
I can access msconfig, I unchecked all the start-up programs but that
didn't help. Where do I go from here??

system and it checked out okay using the Western Dig diags. I'm
currently running a full virus scan on the drive - all the data looks
intact. What the hell is stopping this thing from booting up?
