Help pn sorting programs under the taskbar programs

I used to be able to go to Start> All Programs and just right click and sort
all the programs in alphabetically order.
Some how i can't do that anymore. When I right click it blinks and does
nothing?

What can i do to fix this problem? Could anyone help me? It has happen in
two of my computers and it is anoying

Right click the Start button > Explore All Users > under "Folders" pane
click "All Users" folder> Start menu > Programs > right click in there and
choose to Arrange by Name.

Right click anywhere inside the All Programs window and click
on "sort by name" or you can click and drag any of the programs and move
them around the list.
