Help on a Missing File Recovery

While trying to boot my computer, it said i was missing a file called vgaoem.fo I guess its a font that is needed. When i looked on the microsoft support website, it told me to go through a process with the recovery disc to open the file and restore it. However, when i go to open this recovery file, it says ACCESS DENIED in the DOS screen under the windows recovery

ANY Idea whats going on?

I dont have a set admin name or password for my comp, i dont know if that was a problem. Also i have a dell, so i dont know if the encryption on my recovery disc is different and Dell is blocking it?

but instead of saying that it opened that file, it just says access denied :(


im trying to fix it before i do the last resort and boot, i have no backup (stupid move!)
