HELP.....NTLDR ERROR

It requires a boot disk with these files: NTLDR, NTDETECT.COM, AND BOOT.INI
to start up. so i created it, but when i start up the computer, it then asks
for <WINDOW ROOTS>\SYSTEM\HAL.DLL, and so i added the HAL.DLL onto the floppy
disk , started it up again, it said that THE FILE IS MISSING OR CORRUPT AND
NEEDS TO BE RE-INSTALLED. and it kept on saying that everytime it start up
the computer. as of now, i can't go any further. what should i do and how do
i resolve this problem. thanks everyone
