Help: novice XP file sharing problem

I have a small twisted-pair home network using static addresses with
PCs running Windows 95, 98, and ME. I share directories and printers
and everything works as desired. I got a new PC running XP. I
connected it to the network with a static address and can ping and be
pinged. I want to be share directories and access directories on the
other machines. I named the computer and put it in the workgroup I
use.

Problem 1: I can't share directories. Specifically, I created a
directory in the C: directory of the XP machine. In its Sharing tab, I
checked "Share this folder on the network." From other machines, I can
see the computer name so I think Sharing is turned on and the
workgroup is right. When I click on the name in Network Neighborhood,
I get a message saying it "is not accessible" and "could not be
found." What am I doing wrong?

Problem 2: I can't see shared directories on other machines.
Specifically, on the XP machine, in
My_Network_Places/Entire_Network/Microsoft_Windows_Network, I see the
name of my workgroup but when I click on it, I get a message saying it
"is not accessible" and suggesting I "might not have permission to use
this network resource." What am I missing?

(Note: I have tried to use the XP Help and Troubleshooting but
obviously was not able to find the answer. If this is clearly there, I
apologize for taking your time but I would still appreciate help on
what I am doing wrong. Thanks.)

I suspect the XP machine is formatted using NTFS and the other PCs are
using Fat32.

Fat32 PCs cant see NTFS.

The XP machine would have to be formatted to use Fat32, or you may be
able to run a Program like Paragon Partition Manager on the Fat32
machines to let them see NTFS - I've never tried it over a network and
it can be a bit flaky on multi partitioned drives.

I think that is possible to have a NTFS partition on a Windows XP that you
will share with Win98 computers. I think that the problem are that XP has
more security. You must create on your Win XP computer, users that you have
on the other Win98 computers. So that Win XP know wo are connected to the
share.

Solved!
It was a firewall problem. The PC is new and came with Norton
installed. Apparently the default settings won't allow file sharing. I
turned off everything I could find with "Norton" on it and things
started working. I installed ZoneAlarm and now everything is working
exactly as I wanted.
The XP machine is NTFS. The others are FAT, so apparently sharing
files and accessing shared files are not effected by the file
structure.
