Help no longer works

A while back, one of the windows updates hung, and I had to restart the
computer. I went back to a restore point, and everything seemed to work OK.
I just noticed that when I go to Help, nothing happens. Is there an easy
way to fix this?

Are you able to run the executable directly?
From Start/Run, type: C:\Windows\PCHealth\Helpctr\binaries\HelpCtr.exe
