Help needs no one seems to know

Hello
We have a strange problem. Win2000 TS, 10 licens activated and here is the
problem.
When 6 clients wants to login only 5 comes in from one place. And if 5 login
from another place only 5 comes in.
And 5 more from another place. 3 diffrent places only take 5 clients.
That meens that 15 clients in TS is ok but not if the 6th
want to login from each of the places.
Help needs desperet, what seems to be the problem??? Strange
