I have been re installing win Xp home sp2 on my partners PC and it boots to
the desktop then freezes.
I have tried everything to get it working again but so far nothing
helps......

I checked the BIOS setting and it seems to be running at a LOWER speed than
the actual processor size

processor is an AMD xp 2400 but cpu speed on motherboard shows it at 1100mhz

instead of 2.0ghz

ram is 1 gb DDR

motherboard is a Gigabyte GA-7N400 Pro2 with 400mhz FSB and dual channel
DDR

1.. Supports AMD AthlonT XP 400MHz FSB processor
2.. Supports Dual Channel DDR400 memory architecture
3.. Integrated Serial-ATA interface with RAID 0,1 function
4.. Integrated GigaRAID IDE RAID Interface
5.. Integrated 10/100Mb Ethernet controller
6.. Supports 6-channel Dolby Digital audio via S/P-DIF output
7.. Integrated IEEE 1394 FireWire interface

However i have tried EVERYTHING to get the CPU to work at correct Speed to
no avail.

Any helpful suggestions or support would be welcome.

The CPU is a hardware issue.
You would need to talk to the motherboard manufacturer.
