You will need to try your monitor on another computer and try another monitor on your computer.
If the problem follows the monitor, buy a new monitor. (Cost of repair will exceed cost of a new
one)
If the problem remain with your computer, try getting a new video card driver.
If that fails, you will need a new video card.

Sorry, but the steps above may be the only way to resolve the problem.
A friend with another computer may help you will the loan of a monitor and the test of your monitor.

Richard, it is a real problem to change out the video card
in a laptop, likewise it is also a real problem to put that
laptop's LCD screen on another computer. I think you missed
the key to the OPs question when in the subject line a
laptop was mentioned.

Make sure that there is no malware of any kind infecting
your system. Run one good, fully updated antivirus scan on
your computer as well as at least two other programs to
check for other infectors. It is also best to run these
scans in safe mode.

Sorry, I missed the "laptop" ref in the title.
Still, try an external monitor. If the problem exhibits in the external monitor, your video circuit
is at fault.
Then if a new video driver does not work, you may be forced to have the motherboard changes.
If the problem goes away with the external monitor, you can keep using an external monitor (not a
good traveling tool) or spring for a monitor repair/replacement.
