Help me with Access 2002. The installer is not properly installed

The message says this: "The Windows Installer Service could not be accessed.
This can occur if you are running Windows in safe mode, or if the Windows
Installer is not correctly installed. Contact your support personnel for
assistance.

What do I do now? I need this program to work an application and I have to
install this somehow.
