Although it's not clear (at least to me) precisely what's causing the
computer not to boot based on the information you furnished, I have the
feeling that your problem is *not* going to be solved by creating XP
"startup disks".
Perhaps when you removed the CD-ROM (and why did you remove it? Was it
defective? Did you replace it with the DVD drive that you mention?) somehow
you misconfigured the devices and the system is not booting to the HD. (I
assume you have only a single HD in that machine that contains the XP OS).
Is that why you're asking how to access the BIOS? So that you can change the
boot order?
I take it there was *no* problem with your booting HD prior to your removing
the optical drive. Is that correct? So to the best of your knowledge that
drive should be bootable, yes?
So if the problem is just one of re:setting the boot order (and I'm not
convinced that *is* the problem) look for a BIOS item that indicates "boot
order" or some such term. It's usually not too difficult to find. It would
really help if you had the motherboard's manual. Do you have any idea of the
make & model of your motherboard?
Assuming your problem is *not* simple the boot order (at this point) and/or
misconfiguration of your drives, it may be necessary for you to undertake a
Repair install of XP. Since you have (presumably) a working DVD device you
could use that drive to boot your XP installation CD after changing the boot
order in the BIOS, per the previous paragraph, so as to boot from that
device.
