HELP mail problems in win xp home edition

A cousin is having problems sending out mail via outlook express.. He can
receive oe mail from anyone, but outgoing
doesn't go thru.. It used to work., but now doesn't. Anyone got any ideas
where to start looking. Appreciate
any & all serious suggestions... Thanks in advance
