Help: Losing keyboard shortcut key combos

A few months ago I decided to assign a shortcut key to TechNet (fwiw:
Ctrl-Shift-T).
This worked fine until I installed the following month's TechNet DVD
(using the quick install option).

The shortcut no longer works.
Also: this particular key combination can't be assigned to TechNet or any
other program shortcut.

I understand that the shortcut details for TechNet change from month to
month, but why can I no longer use this key combination?
Is it stored in the registry somewhere?

It's a company PC, so I'm trying to keep the number of apps installed to a
minimum.
