Help!! Intermittent Connectivity with Vista Home Prem & IE7

I have been experiencing intermittent connectivity for about 4 months now and
have been dealing regularly with my ISP to fix the problem, to no avail. They
recently switched me from a cable to a DSL connection with same problem
arising. We have cleared winsock errors, released and renewed something
(sorry I can't remember what), I reset my IE setttings back to default, have
tried accessing the internet without my antivirus (Trendmicro 2007)/ and
Firewall (Windows) activated, but have had no luck with these changes. I
cannot restore my computer back to a date before this began, it doesn't list
a date 4 months back as an option. I’ve taken off the power saving option on
my Network card, had my card checked out at GeekSquad, have had several
different static and now a dynamic IP addresses. I am not connected through a
router, it’s a straightforward setup. My old Windows XP laptop seems to stay
connected with no problems.
The wierd things are that sometimes, (and I mean somtimes, each of the
things works sometimes) resetting the modem sometimes works, restarting the
computer sometimes works, diagnosing and repairing a connection that shows I
am connected when I am not able to pull up an IE page sometimes gets me up
(and says that there was no connectivity problem), and diagnosing and
repairing a connection that reveals only local connectivity also sometimes
works and again says that there was no connectivity problem). Please someone
help, this has gone on too long.

Open the Properties of the Network card in Device Manager, and set the Speed
setting to 10mbps half-duplex.

No Luck there. What was is set at, can't remember, was it "automatic?"

I've read about compatibility problems with Vista and IE7 and that Firefox
doesn't pose the same problem and so I loaded it and it has been steadily
online while IE7 is still intermittent and slow. Just thought I'd add that in
case it he;ps anyone.
