Help Index function stopped working

While pursuing a different problem, Dell Support guided me through an OS
repair using my reinstallation CD. Since then I have not been able to get a
functional Help Index. All I get is the two-pane index format with a
red-X-on-white in the left pane and a short ad-type blurb in the right pane
that says what the index will do for me. Using XP Home Edition on a Dell
laptop
..
 
Help and Support Center Index is blank with a Red X mark:
