HELP!!! IMPORTANT! Importing or Expoting live video from computer?

On the back of my XP, I have a video thingy, like the v in a/v, but I hook it
up to a tv and I dont get the normal static, I have the TV on aux and its
like a funky static, but i am not sure whether that connection is in or out
because it doesnt say.

Please be a little more specific with the equipment etc, in particular the
hardware, as XP is software OS only, you can't have a video thingy coming
out the back of it... for example!! Let us know which display settings you
have chosen to get the tv to work, what sort of cable used to connect the
two etc etc.....
