HELP - IE 7 TROUBLE

Help. I've read everyone's message but I can't find a solution to my
problem.
I downloaded stupid Internet Exp 7 Beta and then uninstalled. Right
after I uninstalled it, my whole system went haywire. I connect to the
internet via a wireless network that is upstairs in my house and that
connection was totally gone. When I tried to go to system restore it
kept saying that I was missing iertutil.dll but the problem is that I
cant even get online to download iertutil.dll

So can I fix the problem without going online??
