HELP!! I need help finding Application Management Service Module..

I'm runnung Xp Home and when attempting to start the "Application Management"
Service, I get the following error:
"Could not start the Application Management Service on the local computer.
Error 126: The specified module could not be found."
Could someone PLEASE help???
Some progies fail to update and or install!
