This is controlled in the security settings of IE options
where you could explicitly place your machine in one
of the zones (trusted or intranet) and adjust the settings
for the zone.

how exactly do i do that??
the page is on my c:

C:\Background2.htm

To where do the links to .exe files point ?
I had assumed you meant .exe files that exist on your machine.
Whatever the source location is for the URL of the .exe, you
need to enter Internet Options in IE (you are using IE, right?)
and highlight the zone appropriate for the source location on
the Security tab, and then click custom and examine the settings
there. If the prompt you mention is a logon prompt, look at the
very bottom.
