Help...I cannot shut down windows through the start menu

When I try to properly shut down windows through the
start menu...I click on shut down, the choices of shut
down, log off, etc comes up. I choose shut down. Then
the hourglass appears for about 1 second and then nothing
happens. I can continue working on my computer as if I
never gave it the command to shut down. What should I
do? I have tried looking on the MS website and nothing
helps.

Thanks.

sounds like it's chasing it's tale.

Press "Ctrl+Alt+Delete" and release. A window should pop-
up and show the programs running. It will likely
show "Not Responding" next the the culprit-tale-chaser
program. At the bottom of the window click "End Now".
That usually stops the tale chasing and allows you to
shut down normally. If that doesn't work, then the best
you can do is shut down improperly by pushing the On/Off
Button. (note: be sure to give the computer plenty of
time to respond to the "End Now"selection. It can take a
full minute to respond)

If you should need to turn the computer back on, allow
the hard drive to come to a complete stop (1-minute)
before pushing the On/Off button again.
