HELP!!! How can I Scan a document then fill in the blanks

Is there any way I can scan a blank document into my computer then be able to
fill in the blanks?? I would like to scan a document that has blanks to fill
in, then be able to fill them in on the computer, as I have no typewriter.
I have messed with this for days now.. guess that either I am stupid, or it
isn't possible..
