Hello,
Rtm = Release To Manufacturing [it is supposed that which will be
launched to publicly very soon]
SP1 = Service Pack1
Windows XP updates are distributed in service packs. Service packs help
to keep Windows XP current, and extend and update the functionality of
your computer. Service packs are cumulative. Each new service pack
contains all the fixes that are included with previous service packs and
any new fixes.
The service pack1 has already been released.Infact Microsoft updated XP
SP1 to version SP1a (Feb 2003) and the only change they made was to
remove the JVM [which provides support for running Java programs]

To know more,see:-http://support.microsoft.com/?kbid=813926

If you mean RTM for XP Service pack 2 then it makes a sense. As it is
about to release RC2 followed by RTM in the coming months.
To download XPSP1a, visit:-

RTM (Release to Manufacture) is the original version of XP. SP1 means
for a version that has had Service Pack 1 installed on top, or included
in the setup. You can find if you have that by Start - Run - type in
Winver and click OK. If it says Service Pack 1, you have it, otherwise
use the RTM variants
