Help gone bad

Recently WinXP Pro Help has developed a glitch. Url's within the help text no longer work.
Here's an example:

[] Notes
a.. Hidden files and folders will appear dimmed to indicate they are not typical items.
Usually, hidden files are program or system files that should not be deleted or changed.
To display other hidden files, clear the Hide protected operating system files
(Recommended) check box.
b.. If you know the name of a hidden file or folder, you can search for it. For more
information, click Related Topics.
c.. If you want to see all file name extensions, clear the Hide file extensions for
known file types check box.
Related Topics

The "Related Topics" is a url. . .
ms->its:C:\WINDOWS\Help\folderop.chm::/CHM=howto.chm;folderop.chm;find.chm;filefold.chm
.. . .Which will not work in a browser or on the command line.

Furthermore, every time I click on the url an additional pick box is added next to Notes,
like [] [] [] Notes.

I suspect an incompatibility with IE7, but don't know.

Clicking "Related Topics" and other hyperlinks cause "Cannot display the
page" error in Help and Support Center

Wesley, you sent me on the right path. Registry values were ok, but on the bottom of the
page was a link to another article which solved the problem.

You have to wonder. . . The text explains that an update may have set a kill bit to 1 and
suggests running regsvr32 hhctrl.ocx. (which worked.) To paraphrase, With Microsoft
improving security, who needs viruses?

Thanks,
