Help files don't load

Box pops-up but no content. Happens in Windows, Office,
SQL books on line, Visual Studio. Everywhere...

Any one have the same issue and knows the cure?

Had a problem like this once after running an app called EasyClean. It
looked at certain files and assumed they weren't needed I suppose and
wanted to clean them out. Solutions was to tell it to ignore the help
files.
