Help downloading to cutomize desktop theme

hi when i attempt to download a desktop theme off of
http://www.ezthemes.com/dlafp.php?
pumpkincontest.zip+ezthemes i get an error that says i am
not authorized to view the current page and i keep
getting this error for most deskotp themes....it says
error http 403 what is the deal??
