Help Desk password reset tools

I am looking for a tool that will allow help desk users reset or change
passwords in Active Directory. I do not want to give them an MMC option. Is
there a software that will allow a user to reset or change a password
utilizing heir gpo settings?

If you don't want the help desk to use the ADUC snapin to reset passwords,
then you will need to give them access to shell commands "net user" "dsmod"
which provide password change support.

VBScript.
