help clicked tools--->startup--->disable menu! how do i get it backk???

my grades counting on this

i seem to have disabled the tools option on the top by unclicking allow
full menu.

now i can use my system but cant actualy edit it in design view or even
use the tools bar 2 re-enable this function

plzz help

Hold down the Shift key *while* opening the database to gain
access to everything. Then set the Startup options back as they
should be.

while opening the database, hold down the Shift key, to bypass the Startup
options.
