firstly, be sure that
your hard drive jumpers
are set according to the
cable connector.

to reset the bios completely,
remove the watch like battery
from the motherboard - with care.
wait about 20 minutes to ensure
the cmos electrons dissipate.

reinsert your battery, with care,
and boot up. the cmos may prompt
you to configure the settings or
if you have a new fancy motherboard,
the cmos will automatically configure
itself and recognize your hd.

be sure to have you setup cd
in and ensure that the bootup
device is your cd. But you
already knew this....

First, you have to be sure that both Hard Disk and CD Drive installed
correctly and they are being detected by your BIOS. You can check the POST
Screen (maybe where you are asked to press F1 or F2 key). See if the both
device are listed there.
You can also check them by entering into BIOS's Standard Options, where they
will be listed like PRIMARY MASTER (your HDD) Secondary Master (CD).

If you are unable to enter into BIOS setup and resetting the BIOS also not
working then unplug both HDD and CD drive and then try entering into BIOS.
Now, if you can enter into BIOS that means they were not properly installed.
Means, they are conflicting each other. If you know about jumper settings
then try changing it else use seprate data cables for both devices. Installed
HDD on IDE1 (Primary master) and CD on IDE2 (Secondary Master).

After that check if BIOS can detect both devices (will be listed in BIOS's
Standard Options). If they are then check for BOOT DEVICE PERORITY or First
/ Second / Third Boot Device option. Set the First Boot Device to CD by press
PageUp or Down or +/- or Enter key (depend on BIOS).

Insert your Bootable Windows XP CD and Save the settings and exit from BIOS.

Check if you can boot from CD now. Be sure that you have a Bootable Windows
XP CD.

Hope this information helps you, let us know!
