Help! Boot problem!

Omg i cant email microsoft because its asking for a code that i cant get
unless the PC boots up (a pin thing)! So I'm going to try posting my question
here. When i try and boot my sisters pc(wich is a gatway, newer, with the
windows built in,) it comes up with an blue screen error like this one bellow

STOP: c0000218 {Registry File Fallure}
The registry cannot load the hive (file):
\SystemRoot\System32\Config\SOFTWARE
or its log or alternate.
It is corrupt, absent, or not writable.
Beginning dump of physical memory
Physical memory dump complete.
Contact your system administrator or technical support group for further
assistance.

I went to the following link in ( ) and did what it said

but the <c:\windows\repair> file doesnt exist so i couldent place the
new/good files in <c:\windows\system32\config\>

I have tried reformating/recovery of the pc once before when it was doing
the same thing (recently) and then installed Avast on the computer! just to
make sure there were no viruses. But apparently the problem is still there!
(avast.com by the way)

PLZ some one help!
Anything would be better than what my next move might be ( paying like 100$
for a nice windows home edition, wiping the drive and then starting over!

copy c:\windows\repair\sam c:\windows\system32\config\sam
copy c:\windows\repair\security c:\windows\system32\config\security
copy c:\windows\repair\default c:\windows\system32\config\default

i must have entered the wrong location or a bad file name, when i attempted
a copy of one of the files (software file)! and when i continued the
directions i deleted the file(that was not correctly backed up), is there any
way i can get the repair files, and if i get them on this PC how would i get
them to my other pc (the non booting one) (remember it cant start up windows
on the other pc)

it also seems that the repair files are not there! all of them! so is there
any way i can put them on a disc and load them on to the PC!
maby a command disk that boots and runs a command like this.
copy E:\repair_files\software.bak c:\windows\repair\software.bak

Also, when it tells me to do this part <At the Recovery Console command
prompt type: CHKDSK> it comes up with a thing telling me the drive in fine
but if i want to try any way enter /p, but it says to <If CHKDSK reports file
sectors run CHKDSK again only this time type CHKDSK /F instead> so i tryed
entering <CHKDSK /F> the thing then says that is not a command! so i entered
<CHKDSK /P> and it scans and comes up with one or more errors! I think its
just because its diffent drive or something then the guys explanation. on
