Help and Support wont connect

Last night, I was talking to help and support and I was told to do a system
restore. When I came back, help and support would not connect. It still will
not connect. What is going on?

Delete C:\WINDOWS\PCHEALTH\HELPCTR\Config\NewsSet.xml and retry
