Help and Support will not start

I am running SP3 on a machine that would not run the SP3 install due to
'Access is Denied" error. After several attempts to resolve the issue I
finally booted from a slipstreamed SP3 install disk and ran a repair install
to get sp3 installed.

Now, I can not get Help and Support Center to run. I just get a temporary
hourglass and then nothing. I have tried everything in this forum including
the ideas from windowsxp.mvps.org and Kellys-corner and even ran the System
file Checker as Greenstead suggested. I even used the Configuration Utility
to prevent all startup programs from running and it still won't work. I have
really run out of ideas other than reformat and reinstall. What else could
possibly prevent it from running?

I tried creating a new account but it didn't work. I was using Webroot
Spysweeper with Antivirus but uninstalled it when I started having these
problems. I am still using Comodo Firewall Pro but have disabled it for
testing.

I seem to be having problems with shell extensions in general (such as
Creative Zen Explorer) where they either don't load or lock up Explorer. I
removed that program as well. I think that when I resolve this issue it
will help with that problem also. Everything else seems to work fine.

I tried using the Configuration Utility to go into diagnostic startup but
that doesn't work either. I probably need to allow a few services to start
though. But if press f8 and boot into safe mode, it works!

Please post copies of all Error and Warning Reports appearing in the
System log in Event Viewer relating to the last boot in
normal mode . No Information Reports or Duplicates please. Indicate
which also appear in a previous boot.

You can access Event Viewer by selecting Start, Control Panel,
Administrative Tools, and Event Viewer. When researching the meaning
of the error, information regarding Event ID, Source and Description
are important.

A tip for posting copies of Error Reports! Run Event Viewer and double
click on the error you want to copy. In the window, which appears is a
button resembling two pages. Click the button and close Event
Viewer.Now start your message (email) and do a paste into the body of
the message. Make sure this is the first paste after exiting from
Event Viewer.

You may not believe this but there are none. There are 10 information items,
that's it. I rebooted to make sure. There are several errors showing from
when I booted into safe mode.

This computer is pretty tight and clean except for this particular problem.

Thank you for introducing me to a wonderful program. However, it did not
solve the problem. I have now discovered that some programs are running as
processes rather than applications as evidenced in the task manager
(Paintshop Pro 9 is one of them) and they are not showing up with the GUI.
This is probably what is happening with the shell extensions I mentioned
earlier and may be the core of my problem. Any ideas on this issue?

I SOLVED THE PROBLEM!!! It was program called Icon Packager that I had
installed to test a week before. I didn't realize how deep it had buried
itself into the operating system (even there in a clean boot). I saw parts
of it loading when I started Paint Shop Pro in a debug thread. Uninstalled
Icon Packager and everything started working again including Help and Support.

Thank you so much for all the suggestions and for the help. I hope this
post helps someone else who is having similar problems. Look closely at ALL
your installed applications! Thanks
