HELP AND SUPPORT function on Windows XP (Home version)

The function of Help and Support does not work. New computer was bought from
Dell with XP preinstalled. Dell says either reinstall XP etc. or go to Microsoft.
anyone else out there with similar problem? Any suggestions appreciated.
