Help and Support doesn't open

Help and Support doesn't open when I click on START and try to open it.
I have SP2 and reinstalled Help and Support from the XP Pro CD but no
success also tried from hints from Kelly korner website but no success.
Is it SP2 related or RPC problem ?
Seen lots of posting but none help .
Any ideas out there.

See Microsoft Knowledge Base article ID 873158. My symptoms were identical to
yours, and not as described in the article. I applied the 'resolution' and
help and support now works fine.
