They are just talking about the mirc program. Just download and run it and
it will extract itself to C. Then run it and set it up according to their
instructions.

And when you do, you might want to try a more meaningful subject; many have
limited time and aren't goiing to bother with a post that doesn't have a
subject which succinctly surmises the nature of the problem - "heeellpppp"
