heading won't link to previous

I'm working on a document that not all the headers were linked to each other,
meaning numbering of one header would not follow the numbering of the
previous heading level. I have the first 3 headings connected, but somehow my
level 4 won't recognize the heading of 3. How can I link them? Thank you. I
am in desperate need of suggestions.
