Headers and Footers - Word 2000

I am trying to insert a header in a word 2000 document and when I go view,
header/footer, nothing happens. I am in the print layout view. Sometimes
the document also freezes and closes itself and then I get an error message.
What am I doing wrong???

If you start Word in Safe Mode will it work during that session?

Click START, choose "Run". Type: winword.exe /a

Then run that to start Word in Safe Mode.
