Header not Viewable in Document Edit

When I open a document the header/footer content does not view. I have to
select View - Header/Footer from the toolbar to view. Is this a set up issue
or how can I fix this so header/footer is always viewable?

You won't see header/footer in NORMAL view - only in Page Layout View.

If in print view, you will see headers/footers unless (in latest versions of
word) you have closed white space between pages. This is easy to do with an
