Header/footer part of a template for changing information

I am trying to create a template that will be used by several secretaries in
my office. The word document will have a header and a footer however some of
the information in each will need to be changed each time the secretary uses
it. Is there a way to make the header/footer part of the template where it
will have locked fields that cannot be changed yet leave areas that are not
locked where they can insert the necessary information without altering the
formatting?

No you can't do it like that; but have a look at DocProperty fields -- you
can put the variable data into fields accessible from Field > Properties,
either the summary or custom tabs.

You could set up macros and toolbar buttons for your template that would
automatically change these document properties to predetermined sets.
