Header/Footer don't appear in normal.dot

I am not sure why, but the startup and new documents now appear without the
header and footer showing. I have tried everything I can think of, including
removing and adding back in templates, add-ins etc. I have no idea why it
does this and have tried lots of ways of saving a new normal.dot to no
effect. Please help - it drives me crazy that every time I startup or use a
new document I have to view headers/footers then use the mouse to close the
view. Help greatly appreciated.

Select Tools > Options > View tab
Check "White space between pages"
