HDD isn't recognized

I have a 20.4 Seagate drive, but XP only displays it as being 7.87 GB. Even
disk Management shows only 7.87, wih no extra space or partitions seen. I
have larger drives that do work, so I think I can rule out LBA limitations,
but is there anything I can do to make all 20 GB useable?

What does the BIOS see it as?
(Nothing to do with the operating system - the part before ANY operating
system loads..)

The BIOS reads it as 8048 ~ish MB under CHS and Max LBA is 20~ GB. If I
change the device type to User Settings, I adjust the cyllinders, heads and
sectors to max values, and even when I have the CHS number way higher than
8048, Windows still reads it the same.

You probably have a Linux system installed on the other partition which
could be Ext3 format. Windows does not show Linux partitions but Linux based
systems do show Windows.

So do I just have to find someone with a Linux desktop, or will I have to
figure out how to dual-boot Linux myself?

Perhaps someone in one of the Linux newsgroups would help you. This
group assists with Windows XP issues.
